I saw that article before. Great article. I still think Katrina was a Category 4, not 3 hurricane. Either way, it was really bad.

TS Allison flooded the Medical Center in 2001. It also flooded in June of 1976 after 12 inches of rain fell in a few hours.

There's a great deal of information here to digest, and I thank you for posting it. The first thing that sits wrongly with me is the notion that we could ever get the death count to zero. I don't think that idea is realistic, and saying it just seems like posturing. I also think that someone needs to say that people have to learn to do a better job preparing themselves. You can't expect to be safe when you spend your life living on government assistance, refusing to be an asset to any community, and refusing to prepare for events that you know will happen. Many of the people who had the worst problems lived this way. Their deaths are still tragedies, but part of the tragedy is that they lived their lives not realizing that one has to make an effort in life to reduce these kinds of dangers.
