I think the same kind of "water-muddying" happened around the time of the "kidnapping" and disappearance of Margaret Hassan.
A number of women were kidnapped and released around the time that Hassan was "kidnapped," but not released. Perhaps Hassan was not killed in a mob-style, drive-by shooting, because someone was afraid that killing her that way would draw attention to details surrounding her life in Iraq. So they decided to stage a number of "kidnappings," to make it look like it was a trend going on at the time.
My guess is, Hassan had "dirt" on someone involved in the oil-for-food scandal, though perhaps she didn't realize it at the time. I don't think she was involved in the oil-for-food scandal, but she might have had some suspicions about the program or have been able to give testimony which contradicted the testimony of some potential defendant in the OFF scandal.
