Let's win one battle at a time!
Most Pro-Life people don't want any exceptions except for the LIFE of the mother (not "health"). But to get a majority support to enact ANY restrictions, we need to start chipping away at the "anytime/anywhere/any method" that exists today. If we insist on only "perfect" laws that restrict 100% of abortions, we won't get a majority, and nothing changes. If we start by eliminating partial birth abortions, require parental consent ... then move to ensure "informed consent" is part of the process. With a little effort, it might be possible to eliminate 50% or more of the abortions that are presently occurring.
So if I push for legislation today that allows for some cases where abortion is permitted, it doesn't mean that I favor death. (Remember what Jesus said to the person who asked about divorce ... and Jesus declared that what was God's plan wasn't forced on the people because of the hardness of their hearts. Would we prevent divorce where adultery happens??)

Also, Bush opposed the entire bill. He was willing to let thousands of unborn children be murdered because of a few cases.
