I believe Clinton may have allowed himself to be blackmailed by the Chinese and other foreign powers. Here's how:
Clinton was having his affair with Monica including phone sex to Monica's apartment. So unless Clinton had encryption devices installed in Monica's apartment those phone conversations were easy to intercept, and you can bet that every sophisticated foe intercepts many, if not all, in-the-clear phone conversations into and out of the White House. You can bet your bet your buttocks that foreign intelligence services knew about Monica a long time before your did.
Couple this with the fact that Clinton did not want his dealings with Monica to become public. Enter the Chinese, who discretely tell Clinton that they'll keep his dirty little secret if he'll help them solve their ABM guidance problems.
Note: I don't know if the timeline for this particular incident works out, but certainly Clinton set himself up for this type of blackmail.

Chinese blackmail would, I suspect, fall under the category of 'redundant systems.' Or as Sun Tzu put it, 'A victorious army opposed to a routed one, is as a pound's weight placed in the scale against a single grain.... In battle, there are not more than two methods of attack--the direct and the indirect.... By holding out baits, he keeps him on the march; then with a body of picked men he lies in wait for him.' In fairness to Chinese extortionists, though, one should note that the inception of mister clinton's brilliant policy initiative of shoveling nuclear secrets out the door apparently predates Monica. "You can bet your bet your buttocks" missus clinton also "knew about Monica" (along with everything else) "a long time before" all of us poor saps did.
