You're blaming the town? Have you ever lived next door to anyone who doesn't keep their house up? I'm sorry for her situation, but her inaction is not helping anyone, least of all herself. If she doesn't have the money, she'd best sell the house in its condition and be done with it. What do you want the Town to do?
Tough - My God, the notion that everyone has a "right" of some sort to have neighbors who keep their house maintained to a level they would would is mind-boggling -
If you don't want neighbors that live like pigs....then YOU buy enough land around you so that you won't have neighbors!
The notion that Government is suppose to step in is utterly silly and ridiculous (and don't give me they are protecting us from this or that with these silly as$ laws).
I have lived next door to someone who COULD NOT keep their house up. We helped. Sweat equity, a weekend, and a loyal neighbor henceforth, who incidentally got better, whose economic situation improved, and would pass the favors on anytime. Neighborhoods used to be a lot more neighborly.

All I can say, Hildy, is I'm glad I don't live next to you. Working 3 jobs I sometimes don't have time to mow the lawn twice a week. Glad my neighbors are a little more understanding.

If, she lived in Indiana, the neighbors would most likely pitch in and help clean up the place and perform the repairs for free.
From what I read it appears the woman is over her head and overwhelmed by upkeep of her property. Wouldn't it be the Christian thing to do, to offer to help the lady tidy up her yard? Where are her neighbors?
I had a neighbor once whose wife had left him with a houseful of children. He was overwhelmed with how to keep a house and his children had no one to train them in keeping one clean. I was appalled at the living conditions in the house and the junk that was in the yard. So I went to their home one day with a vacuum cleaner and other cleaning paraphenalia and offered my services to them.
I found broken mason jars of fruit spilled in plush velvet chairs and I broke my vacuum trying to get the crap off the carpet...ended up sweeping it clean...took us hours to clean the kitchen, but when it was done...it looked really nice...my husband offered to help clean up the yard and hauling stuff to the landfill.
I left there feeling like I had done something worthwhile and our families became good friends. He still struggled with keeping things tidy but soon his girls were pitching in and doing what they could for their ages.
I know there are people out there that don't take kindly to neighbors butting into their business...but it would be nice if we as Christians would at least try. I have seen it help.
Older homes are required to maintain the revitalization of their property or eventually they will be condemned.
No neighbors helped? Is this a fat person who can't do any work on their house, but can some how get the money to eat a LOT?

I live in one just like it, and I have to watch "em all the time to checkmate 'em when they try a similar stunt with me.
One good one they tried here was a move to protect all street trees on private property. The usual city scam, control the tree and force property owner to pay ever increasing fees taxes and costs for "approved" mandatory tree service. As I can see the future I could see the costs exceeding my means if I had some financial setbacks in an insecure world. Solved problem by removing the tree just before law took effect, even though I liked the tree, I had to consider my family's security first, especially over city shakedown plot. Now I have many neighbors in misery over trees they can't get rid of.

Here, here. Live next door to a slob for awhile and your views on the situation definatly change. Here in my town (Kingman, AZ) my house is rather lowend but neat/tidy. For many people on this block it seems like junk cars are considered high yard art. What the heck, I chose this town, its on me
