If it gets to this point I think the govt is in for a rude awakening.
Which animals are covered? Currently horses, cattle, goats, poultry, sheep, swine, alpacas, llamas, bison, deer and elk. NAIS is not limited to these animals and may also be extended to include dogs, rabbits & other animals. How will the beasts be numbered? Each animal will be assigned a unique 15-digit Animal Identification Number. Different species will be tagged in different ways. For example: injected Radio Frequency Identification (RFID) micro-chips, RFID button tags, RFID SwifTacs tags and RFID ear tags at a cost of about $3 to $20 per animal. [snip] Most small farmers, homesteaders & pet owners must tag each individual animal and report individual events.
What 'events' must we report? Change of ownership, even if animals remain at the same premise; co-mingling of animals owned by different entities; movement of animals off of a premise; movement of animals onto a premise are some of the events. This includes buying, selling, trips to the vet, 4-H meetings, trail rides, road trips, shows & crossing or walking on a public road.
How must we report? Events must be reported within 24 hours by telephone or by computer via the Internet. There is no mail or paper option.
I'm speechless and a LOT overwhelmed by this. Thoughts anyone on how to DO something about this?

"Dear Big Mommy government. I went on a trail ride today with horse 893840595699509 and horse 49959956003541 we left out of premise 4698765 and turned left onto road 6879023. We then turned onto 9588566 and followed that to 5993844. We parked at trailhead 9485773 and rode out on the 62663644 trail to the 8485903. We then took 5993844 home, stopping briefly at the 9082461 to potty and then coming home to 4698765... BTW... I'm doing the same thing tomorrow.
I'm GOBSMACKED.
I know you're schooled in this, but don't just overwhelm me with links Calpernia.... talk to me.
Well, you have to admit this is, quite literally, "the mark of the beasts."
I don't consider myself part of the tinfoil paranoia crowd, and view technology as a generally amoral prospect, but you do have to admit that as advances in capabilities of technology become more rapid and immense, the potential abuse of such for immoral purposes poses an increasing threat in terms of both the ease and likelihood with which it can be misused and the damages that will occur when it is.
I have two German shepherds...in addition to pets/companions, I also consider them in some regards, like my firearms, that is a layer of my home and personal defense system, and would regard having them chipped with the latest RFID technology little different than having to register my firearms. If you look at Waco, or any other number of no-knock raid type seizures, dogs have been targeted and neutralized at the onset of the operation, and I can see little other reason for the Federal Government to maintain a database of the number and type of dogs I own, and the multitude of other information they could obtain in real-time using RFID.
And it is a class c felony for not reporting.
I can't imagine any of these people ever owned guineas or any type of barnyard fowl. Or how about waterfowl?
Yes, fish are covered too. What happens when a gull eats your trout? Will you be responsible for tracking that gull?
I can't talk at the moment. Getting ready to pick up the kids. I will ping you when I'm back.
What I want to know is, who's hands is this idea in right now? I'm lost in all these ORG names.
Hands as in the implementors or hands as in the activists fighting?
Both, I guess... I see USDA... Will this need congressional approval to be implemented?-Or did that happen in the night un-noticed? Has Bush addressed the issue? This is probably the most restrictive, ridiculous sweeping regulation I've ever heard discussed. And yet it's still alive.
I'm no Waco, nor would I ever be mistaken for one... but I can think of a worse and more believable reason.
First: upon the discovery of a communicable disease in an area, the animals nearby could be taken, rounded up and killed, perhaps without cause, process, or compsensation.
Second: and this one affects our freedom in the outdoors... since a premise has to be registered with an ID number before animals can be taken there, they could refuse the public access to state parks, state and national forest, and other public lands for recreation, hunting, trail riding and hiking, all in the name of "prevention of disease"
And what "industry" organizations are actually participating in this? I can't imagine this getting the cooperation or endorsement of ANY equine organizations.
Screw them and their tracking system. This is worth starting a Civil War over.
My dogs and I will be living in the swamps, pooping under the same bushes before they (or I) get chipped. My dogs have tags and tattoos.
Far too many Americans support this type of legislation and are easily sold on all the great things technology has to offer, remaining blissfully unaware of the freedoms being surrendered without so much as a whimper.
