You might expect to see cameras taking pictures of beautiful scenic shots at a park. But installing surveillance cameras to prevent lewd behavior would be a first for the city.
Last year, nearly 300 people were cited for indecent exposure in various Metro parks.
So common are the complaints, it's earned Cedar Hill a reputation.
"This is about families taking their children to feed the ducks in the afternoon and being accosted by men doing things that you and I wouldn't even talk about on TV,” said Metro councilman Michael Craddock.
But that hasn't stopped the talk at city council meetings, where members unanimously approved surveillance cameras for parks to prevent public indecency, stopping public sex acts.
"Deviants. That's what these are. There's sexual deviance and you know Cedar Hill Park is listed on national Web sites for homosexual behavior as a place to go for an encounter,” Craddock said.
Cedar Hill is one of three parks that will get the new cameras.
That's where Lisa Osburn walks her dogs twice a week.
"It's hard to stop people from doing what they're going to do if they want to do it bad enough,” Osburn said.
That kind of persistence has kept police busy. Last June undercover officers arrested 12 people at the park for indecent exposure.
And last fall, 92 arrests were made for similar offenses. New surveillance cameras have some critics, but parents who bring their children to play at the park said it's about time.
"When you go out in a public place, I don't think, and when it's got to do with kids, I don't think it's infringing. Not when that kind of reputation's been developed. No,” resident Tom Terry said.
A reputation both parents and city leaders want changed.
"At some point, we're going to take the park back and give it to the people that own it. We're not going to let these deviants have this park,” Craddock said.
The cost for 10 to 15 cameras will be around $20,000. Cedar Hill, Hamilton Creek and Two Rivers will be the first parks to get them.
Cameras are likely to be installed in 60 to 90 days. The parks board is waiting on funding
This is pretty interesting. MOst of these guys are not really homosexuals. HOmosexuals dont have to resort to this really for gratification. Most seem to be straight guys that have occasional flare ups of same sex attraction. I talked to a few cops that were involved in some undercover stings like in this park situation in my town. Most said that there were two components to this. One that homosexuality really wasnt a driving force but sexually it was more of a voyuer and exhibitionist thing. Also the guys they witnessed and arrested like the game of it and rush that came with breaking sort of a taboo in a semi public place. I know the web site their referring to. I think people would be shocked to find out whats going on in their office building parks, and stores they frequent lol

If they were punished properly they'd stop. If there's no punishment, but instead public praise, naturally they won't stop.
Actually public sex and especially public bathroom sex is part of "gay" culture, and if you think it isn't, you must not have done much reading.
In the UK a couple of years ago there was a big debate in Parliament because some MPs wanted to crack down on public bathroom "gay" sex, and the homosexual activists cried "bigotry", saying anonymous public bathroom sex is part of "gay" culture. There were articles about it on FR.

I am afraid you don't have a clue of what you are talking about. Gay men have web sites advertising public places to meet. And there are a lot of bisexuals who participate in the public activity along with homosexuals.
Sure, that's right. Most guys who go to parks and proposition other guys are really heterosexuals. You betcha.

Perhaps you mean most of these guys aren't "out" homosexuals or "full time" homosexuals. But I've heard of this dynamic as well: overtly "straight" guys who don't want to admit that they're gay (or bisexual) often cruise spots like this, and that's the extent to which they practice their homosexuality. I've heard of a couple of instances where marriages and families were ruined because dad got busted doing something in the bushes he shouldn't have been doing.

Of topic but it's possible that the NYC murder victim's body was found by a homosexual who was in that extremely remote area for sex. He didn't leave his name with the 911 operator and hasn't come forward.

Oh yeah that happens. I think you will see alot more of this really. I had to go get a "dvd" for a bachelor party recently. Its pretty shocking what porn is like nowadays. Nothing is off limits. Sexual practices that were once deviant are now quite mainstream with alot of average hetrosexual couples. I think porn on the internet is a huge underlying cause of this.
What bizness would that be?

Well just saying what I see. Ever have to stop at a truck stop recently. Perhaps the Trucker Industry has alot more Homosexuals in it than I realized because the bathroom stalls look like some gay want ad section. However I doubt it, most of these guys would in their wildest dreams would never classify themselves as "gay". Again I think alot of this is how porn has become more mainstream and alot of activites that were not socially acceptable now are. Which isnt a good thing. Thats the reason why I think the exhibitionist and voyeur side of this makes more sense to me than the "gay" thing
