They obviously did not get along. However, the media made Brown the scapegoat. Why do they not bash Chertoff for choosing to go to Atlanta for a Bird Flu conference on the day after the flood? Because they have chosen their whack-a-mole and it isn't Chertoff - yet.
Hurt feelings, territorial scuffling, IOW, a pissing match that resulted in harming the President for NO reason at all.
The blame lies entirely with the elected officials in Louisiana.
