The really tragic thing about all this is that in a few years, after many have died and lives have been changed negatively forever, these factions will decide to live in some semblence of peace. Why not do it today and spare the heartache?
Course I could be wrong, they may conduct themselves like rodents in perpetuity.

Dare one suggest that what Senator Reed really means is that he wishes it to be so?

Sorry guys. The only civil war is going on between some kick ass Iraquis and AQ.
(Al-Adala) Tribal leaders in Haweeja, one of the most tense areas of Iraq, have launched a war against terrorist groups linked with al-Qaeda in Iraq, headed by Abu Musab Zarqawi. They issued a declaration on February 28 allowing the killing of anyone involved in sabotage operations such as murder, abduction, property destruction, targeting of security forces, and attacks on oil facilities.
Everything that I see is positive, and I couldn't care less about a few followers of Sadr running for cover.
The main Shiite factions support us, and they don't wish to fall under the Persian thumb, in any case.
You see, we will eventually turn the country over to Iraqis - The Persians would not.

"His remarks tonight came during a foreign policy address at Brown University."This is about right for him - giving a foreign policy address in front of a bunch of people studying to drive UPS trucks.

Alleged Army Ranger and a current Democrat turned radical leftwing activist shooting for '08 candidacy on a combination of "Surrender Monkey" tactics and open criticism of our administration in time of war aimed at fanning commie-inspired speculation of Iraqi Civil War.
Chosen as a "new face" by the Dem shot callers to avoid dragging Clinton into the news while Bush is touring India ,Pakistan, Afghanistan. Weak jawed opportunist ready for Democrat "suicide" mission.
RIP Jack.

" He faulted the Bush administration for failing to better develop Iraq's infrastructure, economy and government institutions. "
Isn't this something that " HAS " been going on for the last 2 1/2 years? but, the MSM refuse to report any good news that has been going on in Iraq and how many things were getting built in spite of the daily bombings, and how many hospitals/schools/roads/electric plants/ were getting built ?
The only reason that things aren't were they should be is because of the DEMS/LIBS/ obstruction.
Just imagine how much more could have been accomplished if the libs/dems/ were on the same page as President Bush on Iraq effort.
The DEMS/LIBS/MSM hypocrisy is so blatant, on one hand, they obstruct, stall, refuse to fund , and then, turn around and blame President Bush and the Republicans for not getting enough accomplished in Iraq, were ? it was the LIBS/DEMS/MSM/TERRORIST who were part of the problem.

And the downside of this is what again?
2001: Radical muslims fly jetliners into American buildings.
2006: Radical muslims drive truckbombs into mosques.

The different factions are getting sorted out. Maybe an alliance between Kurds and Sunni Arabs to prvent a Shiite government from exclusing them. The Kurds also have oil, which gives them a strong card. But the matter is really more complicated, since tribal interests have to be factored in.
