I've been reading different blogs and the consensus is that the guy is high not drunk. I concur. He is just acting too goofy to be drunk.

I cannot believe this actually happened. I had read the transcript from this morning but hearing it gives a whole new meaning to the words drunk or high.
Maybe we should send this link to NBC since he is their reporter. I keep sitting here chuckling.
