Ever LOOK at aiport designs? Fuel depots are NEVER under the arrival and departure paths. They are well off to the side. Also, the tanks are not going to be compromised by a flare's 'flame'.
Lightning is far more or a risk.
Now, a flare, or a bunch of flares falling in a civialian area could pose a risk of ignition (or some fool getting burned.
BUT honestly your comment raises false fears -- it is a 'red herring'.
I think an irliner falling out of the sky is a more dangerous falling object.
