If those who practice perversion are 2% of the population but commit 35% of the offenses the (Now this a big word you can look up in the dictionary) RATE is disproportionally and statistically out of line. Get it?

Therefore each member of the 3% group has a far far greater chance of being a molestor than a member of the 97% group.
