A council set up to advise California's governor on preparing for emergencies has not met since 2002, despite the Sept. 11, 2001, terrorist attacks, Hurricane Katrina and a state law that requires the governor to convene the panel at least once a year.
"I just think it's a reflection of neglect," said Assemblyman Pedro Nava, D-Santa Barbara, the vice chair of a Senate-Assembly committee on emergency services.
Last week, after Nava and other legislators pushed Gov. Arnold Schwarzenegger to jump-start the dormant California Emergency Council, he agreed. The Republican governor informed Senate President Pro Tem Don Perata, D-Oakland, that he will convene the council soon, Perata's office said.
"We're talking about statewide coordination," Nava said. "How does the state of California provide the leadership for a catastrophe or a terrorist attack?"
Schwarzenegger had not convened the council until now because it's in flux, with the administration and legislators considering ways to overhaul it to reflect current threats, spokeswoman Katherine McLane said.
"Why convene something that you know is not as efficient as it can be?" she said.
In the meantime, McLane said, the functions of the council have been handled by government agencies such as the Office of Emergency Services and the Office of Homeland Security.

Bummer. No mention how it might seek to address the clear and present social and political meltdown as the state is under continuous attack by lefties and liberals and invading hordes of illegals.
