How long will it be before New York starts prosecuting wealthy people for moving to other states to escape their taxes?

My parents moved from PA to Flordia recently. They attended a seminar on establishing residency in Florida. One piece of advice that stuck out in their mind went to people moving from New York. The advice? Don't even so much as obtain a resident fishing license in New York or the State of New York would use it as an excuse to tax you as a resident. They even recommended going so far as to sell all real property in NY.

Yep, can't figure out why people are moving away from states like New York, New Joisey, Mass, etc.
