Gov. Arnold Schwarzenegger's $222 billion infrastructure plan came under attack Thursday from one of his chief political opponents and from environmental groups for what they said are its failures to direct more money to public transportation, parks and open-space projects.
State Treasurer Phil Angelides, a Democratic candidate for governor, criticized Schwarzenegger's plan as promoting sprawl, shortchanging mass transit, locking out public investments in open space, failing to promote conservation and underfunding efforts to clean up air pollution linked to port traffic.
"As we look to spend billions of public dollars to invest in our infrastructure, we're here today to say that the Legislature must pass a green infrastructure package, to make sure that California is livable for decades to come," Angelides said at a press conference at a downtown light rail stop. "Sadly, the governor's plan does not meet this test."

Guess the CAGOP emailed their talking points to everyone under their control last night.
The CAGOP's forum spokesman, FairOpinion, has been bending Freeper's ears all morning with this talking point. Three threads so far today to spread their mantra.
Can we expect more before the day is out?
Yeah, the big difference is who gets to spend torrents of borrowed money on bureaucrats and unions.
You're aware that the majority of the Republican legislature also do not endorse his plan, but for different reasons, right?
Or--will you try to say that since the environmentalists don't like it, voters should all love it. That argument of course would be totally shallow in its conclusion and absent of all meaningful analysis.
He is an unpopular Republican governor running for re-election who must woo party loyalists who will raise money and knock on doors for him while at the same time reminding them, as state Sen. Abel Maldonado, R-Santa Maria (Santa Barbara County), noted, "to please understand that there are a million more Democrats than Republicans in this state, and a Republican hasn't been elected governor in a general election in 14 years."Get ready for the new mantra: "It's not spending; it's investing."
Heck, the whole darn staff! Susan Kennedy, Terry Tamminen, Bonnie Reiss, Patrick Henning, etc. Not to mention all of the new ex-Democrat-Republicans that just flew in.
Today's events on the forum, tied to events yesterday in San Jose, are an able demonstration that a similar pattern exists inside the CRP. Those talking points were developed in anticipation of the conservative revolt. Those talking points were released yesterday in San Jose and all the party's spokesman are on cue today.
What is striking about events today on the forum is that both FO and DL were on the same page; introduce the talking point, add a big lie to support that point and then work furiously to suppress any free exchange that might reveal facts in opposition.
Duf used the same technique yesterday in San Jose. Talking point, lie, and suppression.
