It's not her home as in owning a home. She shares an environment - aka a nursing home with others. I find it interesting that this basic stuff has to be explained to you.
The heartless ones are those who would force others to inhale their carbon monoxide and tar. The good lady has choices: go live wih daughter or go live in another nursing home that allows smoking and smoke to her heart's (and lungs') content!
This is really elementary: what don't you understand about it?

Unless you are driving in your garage, your rights end at my nose.
Carbon monoxide still comes out of your car.
Why is someone smoking a cigarette more selfish than someone spewing their car exhaust in someones face.

98 year old smoking female still alive and apparently pretty healthy.
68 year old daughter exposed her whole life to SHS, and quite healthy.
Shouldn't both have been long dead?

Carbon monoxide still comes out of your car.
Yes it does, and technology will hopefully change that in the not too distant future. But for now, the fumes are dispersed into the atnmosphere and are not as dangerous as the fumes from the cancer stick in an enclosed room.
I realize that she is elderly, but last time I checked the US Constitution there were no special rights for the elderly who want to smoke in an enclosed area taking away the rights of others.
Bottom line is that she can smoke in an enclosed area: daughter's place - another place..etc. She cannot however force the owners of this nursing home to do what she wants.

I used to work in a nursing home. Your cartoon reminded me of one old lady who had a plaque up on her wall which read :
There once was a lady who never drank smoked cussed or anything. She lived to be a hundred and five and regreted every minute of it.
She must have been a real firecracker in her day.
