I think that song is by Jerry Jeff Walker.

Recorded by Jerry Jeff, as were several of Clark's other songs like "Desperadoes Waitin' for a Train", but (and I'm not trying to start an argument) written by Guy Clark. I guess I could go check the credits on Clark's CD, but not unless you force me. I'm lazy and it's all the way in the living room.
