If it is true (and I must assume that it is) that both Bush and Rumsfeld learned about this deal only through the newspapers, then it is difficult to imagine that there has been a significant upgrade of our intelligence capabilities.
That's the way the system was designed...by the same Congress that is now acting outraged.
They BOTH learned that the deal was officially announced through media reports. They were both kept in the loop as this investigation was taking place. Become informed.
