How do I fix this? In Safari, under the Safari menu, select Preferences. Click on the General tab and look for a check box that says "Open Safe Files after downloading" and click it to put a check in the box. Done. This was the solution two years ago when this problem was first noticed.

BAD advice. You are suppose to UN-check the box. Checking it ENABLES the option.
