But a critical mass of operatives has emerged in Italy, with ample resources and a broad shadow network primed to strike civilians across Europe.

This is sort of a good news bad news story. No one wants to see GSPC become a factor in Europe. However, they are trying to do so because the US has done a great job of partnering with Algeria and other nort African countries to make in untenable for them to remain there.
How ironic that it is safer for these terrorists to exist in Europe than it is for them to exist in their home countries.

I don't know about that. Most of the attackers in recent attacks on Europe (Spain, for example) have been from Morocco or Algeria. Furthermore, the Moroccan government has only given lip-service to cooperation in tracking down their administrative links within Morocco.
The Islamic terrorist groups in Italy traditionally have links with terrorist groups in Spain and North Africa, and when the authorities bust these cells in Spain, they very often find links to Italy.
