Anybody have a good analysis on the situation in southern Iraq?

Did the Brits blow it with their somewhat hands off approach?

I've read that Iranian intelligence agents arrived to 'stir things up' a while back. Remember when those two SAS agents were beaten and detained - they were doing counter-intelligence work against the corrupt local governmental security/police forces.
