The company would be apprised of all DHS protocols at its own facilities, not "all protocols."

You can pick up a copy of almost any issue of the Journal of Commerce these days, and there's a good chance you'll find an article about these "protocols." Cargo inspections at these port facilities are not carried out under a shroud of secrecy. They are done at ports all over the place, and often involve people from all points along a supply chain regardless of their citizenship, national origin, etc.

When it comes to port security, I am far more concerned about the landside staff and trucking operators than anyone else. Spending $6.8 billion to buy a terminal operator and shipping company isn't necessary to ship dangerous cargo into the U.S.
