Obviously government is needed for some functions. I firmly believe that police and fire protection are near the top of the list.

The voters had a choice. They voted no in 2001. If residents didn't like how the vote went, they can vote with their feet.

Many people in America vote with their feet all of the time. Those with children may move out of an area that keeps voting down school bonds.
