I'm really not sure why we give any visas (other than maybe refugee visas to non-Muslims) to anyone from terror-related states such as Saudi Arabia. As for student visas, if we want foreign students coming here, I'm sure there's plenty of kids from Japan, East Europe, South America etc. who would be happy to fill the spots.
There should be a blacklist of countries that are related to terrorism that shouldn't get student visas.
