I think Louisiana should build "affordable housing" for at least 30 million people. Build it around a hub of buildings which would include a welfare office (with lounge and bar), a food stamp distribution center, a needle exchange, an arcade, and whatever else Democrats think they should get for "free" from "the government". Make the place such a powerful parasite magnet that it would attract Democrats from all over the country to their new paradise. Just let them have Louisiana and maybe we could pick up a handful of blue states for ourselves. It could end up being a good tradeoff.

I think your "Dimocrap Utopia" sounds great---I just want Louisiana to pay for it themselves and leave me, and my tax dollars, out of it.

You are joshing, but I've always thought something like that would be an excellent idea. Divvy up the country and let us have half and let the freeloaders (democRATS) have half.
