A change of the Constitution is debated in Congress, 2 Thirds of the States must ratify it before it becomes an Amendment, so it it is basically a State by State issue and not a Congressional decision

Peggy is evidently unaware of the history of sitting Vice Presidents being elected President. Prior to her boss, George H.W. Bush, do you suppose she knows who the last sitting Vice President to be elected President was?

Noonan seems like a good speechwriter but not a good political thinker. She's written some other dicey stuff in the past. I haven't seen a lot of her stuff, but when I have, it's often been dubious.
She did work for Dan Blather at CBS News at one point I belive although she did right Reagan's speeches. I believe she also wrote Bush 41's "Read my lips, no new taxes" speech.
They're all in love with the sounds of their own words.
And I mean Republicans and Democrats.
And they all think they're in some kind of special group; and if you don't believe that, look at how many WRITERS/journalists/etc have spoken out against the Bush White House.
They all know that Bush and Cheney have figured out a way to go around them straight to the country -- and they're damn unhappy about it.
