If Cheney were to resign, President Bush gets to appoint a new VP and I think it requires confirmation by the Senate (Anyone got a copy of the presidential succession amendment?).
Of course that person would be first in line to run for the Presidency in 2008. If that happens, I would like to see George Allen become VP. Rats would have a field day trying to filibuster that nomination.
