It would be very unlikely Cheney was drinking because of his pacemaker and the meds he must be on...

given the list of medications Cheney is probably taking (see http://www.freerepublic.com/focus/f-news/1578369/posts?page=117#117 )
I highly doubt he even drinks alcohol anymore:

Warning labels from www.drugs.com

Zestril - Alcohol may further lower blood pressure and increase drowsiness and dizziness

Alcohol and Lipitor can both be damaging to the liver. Alcohol should be used only in moderation. Discuss the use of alcohol with your doctor so that the potential for liver problems can be determined.

Alcohol may increase drowsiness and dizziness while taking Tenormin

Avoid alcohol. It also widens blood vessels and may cause dizziness, drowsiness, and low blood pressure. It could be dangerous to combine alcohol with nitroglycerin.

Trental and Viagra (no interaction info found)

Alcohol may increase the side effects of Lasix.

Alcohol may increase drowsiness and dizziness while taking carvedilol

Avoid the use of alcohol and tobacco products. These products can alter the effects of Coumadin and cause problems with your therapy. Discuss the use of alcohol and tobacco with your doctor.

Drinking too much alcohol may increase the amount of uric acid in the blood and lessen the effects of allopurinol (Zyloprim). Therefore, people with gout and other people with too much uric acid in the body should be careful to limit the amount of alcohol they drink.

Avoid alcohol or use it with moderation. If you drink more than three alcoholic beverages a day, indomethacin (Indocin) may increase the risk of dangerous stomach bleeding. Talk to your doctor before taking indomethacin if you drink more than 3 alcoholic beverages a day.
