He was very insistent that he had no intention of running and he was serious about it. BUT...there were a lot of common people mentioning his name anyway. If you recall, there was a very quick, determined and ugly campaign to publicly discredit him by people on the far right.

As I recall, part of the reason Powell decided not to go for it was because he didn't want to put his wife through the stress of a campaign (she's manic-depressive, I believe).

In the early years of the Republic, being Secretary of State was the main path to the White House.
