A reference to the device carried by the Taliban Morality Police to punish those who were believed to be having impure thoughts or otherwise breaking the morality code.
There are a few Freepers here who seem to believe it's their divine duty to beat upon those who they find to be not as morally pure as they are.
Hence the FR vice and virtue squad. Consider it an attempt at humorous ridicule of the self righteous if you will...
