If No Child Left Behind (or out of socialism) had been proposed by Bill or Hillary, Republicans would have, well let's just say they would have needed a new pair of pants.
Instead, one the biggest intrusions of federal government into local issues since the days of FDR was welcomed with applause (and not just from democrats).
