Dang. No, I was not in the loop about that. The group down here in AZ usually fights pretty much everything. Obviously, some other places do not. Perhaps this is why this was not put to a vote?

If you go to my thread linked at post 1, the CFRs that create the terms and conditions of receiving the NGO monies that are merged with our governmental departments say, that the GRANTOR which is the NGOs, own the properties the grant monies touch.

The GRANTOR monies are merged with our DOD, CDC and Department of health.

Arizona Initiates Animal Identification Program – Worth $3 Million
(Phoenix) -- “To individually number all flocks could be a good thing, but it’s tough to find an ear on a chicken,”
says Clint Hickman of Hickman’s Egg Ranch, but The Arizona Department of Agriculture is actively working with

New Mexico, Colorado, the Navajo nation and Hopi tribe, through a $3.55 million program, that will create a premises I.D. for chickens and shrimp farms and animal I.D. for nearly every animal in Arizona, including cattle, camels and llamas. This even applies to 4-H animals and backyard livestock.

This is one more step in protecting Arizonans food supply because should anything ever be found, the Arizona Department of Agriculture will be able to trace a potential threat back to the animal within 48 hours. In addition, such programs ensure the following.

* Foreign Animal Disease control, surveillance, and prevention
* Biosecurity protection of the national herd
* Identification of livestock vaccinated or tested under official disease control or eradication program
* Official identification of animals in interstate or international commerce
* Accurate identification of blood and tissue specimens
* Improvement of laboratory diagnostic and reporting capabilities
* Health status certification of herds, States, and Regions
* Effective regionalization and risk assessment in support of international trade

Many producers are concerned about privacy and as a result, a third company will be keeping premises registration data.
State and federal animal health officials will have access to the data as needed.

This program is voluntary and the Department is trying to have 20 percent state-wide compliance by the end of this year.
“We would much rather have it voluntary, than have to force the producers to comply,” says Don Butler, Director of the Arizona Department of Agriculture. “Eventually, it will be mandatory.”

Each premises will be given a number and/or each animal will receive a tag, which will be either embedded or attached to the animal, costs $3, but the Arizona Department of Agriculture will be picking up the tab during the voluntary period as an incentive. This is one of many preliminary programs around the nation and the data will eventually be put in a national database when the program becomes mandatory. No date for mandatory compliance has been established.

And do not believe that one for a minute. In order to receive the grant monies, a Freedom of informatin act had to be signed. That means full access to the database will be audited by the GRANTOR as per the CFR.

It has to be to comply with the EU/WTO agreement which can be viewed here:

This is the scary part. The monies being used to help with the registration are the monies from the NGOs.

Look at the wording from the CFRs for when their monies are used:

(d) The Grantee shall not encumber, transfer or dispose of any property, equipment or other asset, or any part thereof, acquired wholly or in part with Grantor funds without the written consent of the Grantor,
(e) Grantees shall adequately control and safeguard all assets associated with the grant to ensure that they are used solely for authorized purposes,
(f) Grantor shall monitor performance in accordance with the applicable terms of the Agreement. Grantor reserves the right to monitor meetings and request documents applicable to the terms of the Agreement.

No worries about me not getting the language. I know exactly how that stuff works. Just like with the poor misguided people who think all those neat capabilities with OnStar won't ever be abused by the Government.

I just love the bit about how they would like it to be voluntary, but sooner or later it will be mandatory. Translation: Do it now or else.

Pretty sickening. I don't like the "National Herd" language, either.

It isn't just NAIS though. Look back at post one at the 28 other programs. They all come with these grant monies. When your state signs on for all those monies, is the state a USA state?

What happens with the federal officials too?

Don't bother reading the whole thing. Here is a summary:

1. You are mentally ill (especially because you believe America is the greatest country on Earth and you hate gays and commies).

2. You need to be given psychotropic drugs to 'cure' this mental illness.

3. Mental Health is defined as any unwanted thought or emotion (unwanted by whom is not defined at this time but the Annointed may determine that for you at any time in the future).

4. Your refusal to agree to this program is another sign of your mental illness and further proof that you need medication until you become compliant and agreeable.

This part really ties it all together:
