So, who is behind this "bipartisan proposal for lobbying and ethics reform" and if McCain is, do we want it?Considering that the biggest beneficialry of McCain-Feingold turned out to be McCain, I don't think so. Especially since McCain's done nothing to close the loophole that allows him to be the biggest recipient of tribal bucks on the Hill.
