EL PASO, Texas - A closed-door meeting at El Paso International Airport involving a congressman and federal and local officers promised answers to reports of Mexican military incursions into the United States, setting the stage for congressional hearings next week.

Rep. Michael McCaul, R-Texas, chairman of the Subcommittee on Investigations for the Committee on Homeland Security, said at a news conference Friday that the incursion investigations will be the first time his committee has conducted hearings since its formation four years ago.

"I want to thank these brave men and women for what they do every day and the threat that they face on the border," McCaul said, referring to the law-enforcement officials standing behind him. "It's important that members of Congress understand that and do something about it.

"We are going to get to the bottom of what happened here, and we are going to have the facts come out," he said. "It's my duty as chairman of this subcommittee to investigate this fully and follow every lead so that the American people can better be protected at the border."

Next week's congressional hearings follow a disclosure in early January by The Sun's sister newspaper in Ontario, the Inland Valley Daily Bulletin, that there have been more than 200 incursions by Mexican military personnel into the United States since 1996.

The incursions were documented in private files by U.S. Customs and Border Protection, which were kept from public access.

McCaul sent letters on Jan. 26 to Mexican Ambassador Carlos de Icaza, Homeland Security Secretary Michael Chertoff and Secretary of State Condoleezza Rice asking for all documented information into the incursions and past investigations.

"We are extremely concerned about recent media reports of incursions into the United States by individuals appearing to be members of the Mexican military," a letter to Icaza stated. "We also would appreciate your assurances that these incursions into the United States territory are not condoned by the government of Mexico and that measures are being taken to prevent their future occurrence."

McCaul will meet with Icaza early Tuesday in Washington before the incursion hearings begin, he said.

Testifying before the committee will be T.J. Bonner, president of the National Border Patrol Council, the union for border agents; sheriffs with the Texas Sheriff's Border Coalition, a group of 16 border-county sheriffs, and numerous other experts, said Jack Hirschfield, spokesman for McCaul.

On Jan. 23, deputies with the Hudspeth County Sheriff's Department and Texas Department of Public Safety Troopers had an armed st Neely's Crossing, 50 miles east of El Paso, along the Rio Grande with men wearing Mexican military uniforms, carrying military weapo a military vehicle.

No shots were fired, but the men in military uniforms appeared to be assisting a group of men smuggling marijuana across the border, said Hudspeth County Sheriff Arvin West.

The Mexican government denied its military was involved and said its military has never crossed the U.S. border. Mexican government officials insist it is either drug smugglers dressed as military or U.S. soldiers dressed as Mexican military attempting to destroy foreign relations between the two countries.

On Friday, McCaul was told that four men were arrested by Mexican federal agents Friday for their involvement in the Hudspeth County border incursion.

The arrests might have been made after a video filmed by the Texas Department of Public Safety troopers was viewed by Mexican officials, McCaul said.

The video will be aired at the congressional hearings on Tuesday, he added. But the tape of the incursion video, which has not been made public, was edited immediately after the incident by the FBI and Texas state troopers, said a source on the condition of anonymity. The video was edited for "policy violations," the source said. It is not certain which policies were violated, the source added. McCaul said he was not sure whether the filmed incursion, which will be played at Tuesday's hearing, is edited or not.

The confrontation that took place on Jan. 23 involved three Texas sheriff's deputies, at least two Texas state troopers and at least 10 heavily armed men from the Mexican side of the Rio Grande, said Rick Glancey of the Texas Border Coalition, which began in 2004 as a way of tackling the growing violence on the Texas border.

"We know what we saw, and it was Mexican military," West said. "This wasn't the first time it happened, and it won't be the last. It's time for congressional hearings before somebody gets killed."

West and other Texas sheriffs spent Friday in Houston with Rep. James Sensenbrenner, R-Wis., chairman of the House Judiciary Committee, and Texas Gov. Rick Perry, who are also conducting their own interviews and investigations into the incursions.

West and El Paso County Sheriff Leo Samaniego flew from Houston late Friday afternoon to speak with McCaul at the El Paso airport after the news conference.

McCaul insisted during the conference that his committee would "not only seek answers at Neely's Crossing but on the over 200 incursions on the Mexican border, some military, some not."

He said that the borders are a national-security risk and said al-Qaida terrorists have shown interest in porous U.S. borders.

"However, there needs to be cooperation on both sides of the border," McCaul added. "The question should be, how good is Mexico's cooperation with us?"

I'd say it's a toss-up.

Oh, goodie! Our borders have been violated, our law inforcement personnel and their families have been threatened, and we're going to hold committee meetings (the first in 4 years if I read the article correctly).

That'll really put Mexico on notice! /sarcasm

What have we got, a union run congress?

In other news, Maggies Breakfast of Wakefield Rhode Island, planned to serve a customer today, the first time since the eatery opened four years ago.

We really are in the hands of idiots. And those are the good ones.

I hope someone from his district sees this post and emails his sorry butt.

I went to Congress.org to see if I could email him my 2 cents worth, but the process involves knowing a specific Texas address/zip +4 combination to get to the 'comments' screen, and trying to get that done without being a constituent is almost impossible.

This guy really needs to know that committee meetings at this point are laughably ridiculous. Get the guard down there NOW with Bradleys and heavy firepower. If the Mexicans even 'think' about coming across, then blow their a$$es to kingdom come.

You just go to his site and find his local offices and use that address/zip. I do it all the time.

These creeps, even when they head up a committee, want to restrict access.

ARTICLE: "Next week's congressional hearings follow a disclosure in early January by The Sun's sister newspaper in Ontario, the Inland Valley Daily Bulletin, that there have been more than 200 incursions by Mexican military personnel into the United States since 1996.

The incursions were documented in private files by U.S. Customs and Border Protection, which were kept from public access."

This disclosure should send shock waves through our elected officials, especially Republicans.

All Republicans, even those stalwarts around this site, who seem to be whistling past the graveyard of this illegal immigration fiasco, should ask themselves two questions:

1) At what point does failure to follow a Constitutional mandate and a sworn oath to protect the sovereignty of the United States, and to see that the laws are faithfully executed, including, of course, the EXISTING laws on immigration, rise to the level of an IMPEACHABLE OFFENSE?

Does it take a large scale terrorist attack involving MS-13, which causes loss of life, and which originates over this same relatively unsecured border? Or are we already there?

2) In addition to the general issue of illegal immigration, which is rising rapidly in awareness and importance, especially among blue collar so called Reagan democrats, and other social conservatives who put Bush in the White House, we have the compounded issue of border security, which is a ticking time bomb, as explained above.

What price will Republicans in general pay at the polls in 2006, and especially in 2008, for following the illegal immigration staus quo, apparently started by Clinton in 1996 or earlier.?

"You just go to his site and find his local offices and use that address/zip. I do it all the time."

That's what I did but it demands multiple cuts and pastes. I'll try again by writing down a given local address (there's 3-4) and then going to the message entry section.

Thanks!

I was finally able to get an email message to this congressman. Here it is:

I bring your attention to the following online news article: http://www.sbsun.com/news/ci_3474986.

In that article the following is written: " Rep. Michael McCaul, R-Texas, chairman of the Subcommittee on Investigations for the Committee on Homeland Security, said at a news conference Friday that the incursion investigations will be the first time his committee has conducted hearings since its formation four years ago."

Am I to understand from this that the 'Committee on Homeland Security', headed by you, has not conducted a hearing in the four years of it's existence? Pardon my confusion, but how can a Congressional committee regarding Homeland Security not have had meetings these past 4 years?

We have had multiple and numerous incursions into our nation by Mexican nationals, many whom come armed. I also read in another article this morning that local law enforcement personnel and their families have received threatening phone calls because of their lawful border work.

Just what do you think 'committee hearings' are going to accomplish at this time? It seems to me, and to other Republicans, that the time is way past 'committee hearings'. Something MUST be done NOW to secure our borders. It is apparent the PRESIDENT and his administration are ignoring the issue; likely in the hopes of garnering more support from the Hispanic community. I wonder what this will accomplish when the President, and all Republicans in office are close to losing their own base (we Conservatives) through their constant refusal to take the border issue seriously.

The time to act is NOW; not with committee meetings nor public announcements. Get the border sealed. Get the National Guard down there with Bradley Fighting Vehicles, Tanks, whatever it takes. Let the Mexican government know that we WILL NOT stand by and allow our border to be a funnel for drug runners and Al-Quada operatives. Should anyone want to cross our border, or especially harm our law enforcement personnel, we will react 'in kind'. A few dead insurgents should get the message across quite well.

I realize I am not a resident of your congressional district. However, since you have made your 'committee meetings' public then I feel free to let you know my feelings. I suggest you visit www.freerepublic.com sometime to see exactly how conservatives feel about our border issue. You people are playing with your reelection prospects as long as you continue to ignore the dire situation. GET THE MESSAGE!

Since he believes so much in 'committee meetings' I'm not going to hold my breath!
