Well, according to a 2001 census published in the CIA World Factbook,

South Africa's Muslim population numbers only 1.5%.  Perhaps their rationale for caving on this issue is due to a general lack of backbone under the slightest threat of a problem, a Government desire to build bridges between itself and the Islamofasicsts,  or perhaps the Muslim population has dramatically increased since 2001, I'm sorry I simply don't know.

There are some who have very kindly contributed to this thread who have indicated that they have one sort of link or another to South Africa, and they may have better 'insider' knowledge than I do.  I will send this reply to them also and hopefully one or more of them ( or other readers to this thread) may be able to provide you with a better answer.

SA is in bed with Iran. SA which has nuke power and "had" the bomb back mid 70's is quietly helping Iran. There are lots of high level back and forth between the two and SA has strongly supported Iran on the UN Nuke board (SA is currently on that board) Lots of muslims in the Cape Town area. Lots of jihadi type muslims.
