My posting in this thread did not advocate raising taxes. I meant to imply that judging the State's leaders by the state of the roads was not necessarily appropriate here. Warner had to gut VDOT's budget his first two years in office because of the budget shortfall, and unsucessfully tried to get the locales to pass a local road tax. Then his tax increase got reduced (a ploy in the Assembly) by taking transportation funding out. If the state's leaders are to be judged by the state of the roads, then you have to evaluate what they've tried to do about them. Other than perhaps restructuring VDOT's contracting and accounting, Warner was not able to do much. Isn't that an accurate statement?
This much I'll agree with you on. The only thing Warner accomplished in 4 years was to unneccessarily raise taxes. If the increase was necessary, we would not be sitting on a $1B budget surplus. (And no, budget surpluses are not a good thing. They mean the taxpayer was taxed too much.)

Projected revenues were less than anticipated. But the budget still grew, just not at the same rate as it had in previous boom years.
