My comment was about what Warner did or didn't do with regard to VDOT, not a more general assessment of his whole term. Certainly the tax increase is being sold/mentioned as one of the primary aspects of his "successful" term. I heard that the House Republicans fired the opening salvo and shot down Kaine's tax increases for transportation -- so I guess now it's time for the Senate Ironsides to fire back. I'll make the popcorn.
