Don't know if your comment is sarcasm or not, newbie. But I'll assume it isn't.
States always have first responder status for natural disasters, and in the case of hurricanes and the gulf coast, its not like they haven't seen them before. The year before Florida saw four and two more this year. Governor Bush worked with local authorities and the population to make them aware of what was going to happen and how to prepare. The difference between the two states and their response is day and night.
Now regarding terrorism and the response, I too worry that the government bureaucracy will be too moribund to respond; we won't know until it happens, which we pray will be never. But, I want the federal government worrying about those scenarios and not hand-holding incompetent mayors and governors who were warned several days before the storm and who had opportunities during the past several years (with federal funds, some of which have disappeared) to prepare with infrastructure improvements and evacuation plans.
