For his first two terms in the U.S. Senate, Jesse Helms was one of strongest opponents of all foreign aid to any country. For this reason, the American-Israel Public Affairs Committee (AIPAC) gave him its lowest rating of any U.S. senator at the time.

He had a mysterious change of heart after narrowly winning his re-election bid in 1984 -- when AIPAC targeted him for defeat and provided enormous financial support to his opponent, then-governor James Hunt.

With all due respect to the former senator from North Carolina, Jesse Helms has no credibility on this issue.
