Umm... he said non-defense DISCRETIONARY, not non-discretionary.
From Table 8.7 of the OMB's historical budget data:

It would be interesting to see how he cooked the books to make this look like he's done something positive...

It would be interesting to see how he cooked the books to make this look like he's done something positive... I thought he said "non-security" discretionary. "Security" can be construed broader than "defense". He probably included such things as farm subsidies under security spending.
