She was wearing a T-shirt under her blouse that had something on it. She took off her blouse. She was told to put her blouse back on and refused. Outta there.

Capitol Police Sgt. Kimberly Schneider said Sheehan had worn a T-shirt with an antiwar slogan to the speech and covered it up until she took her seat. Police warned her that such displays were not allowed, but she did not respond, the spokeswoman said.
The T-shirt bore the words 2,245 Dead How Many More?? in reference to the number of U.S. troops killed in Iraq, protesters told NBC News.
Police handcuffed Sheehan and removed her from the gallery before Bush arrived. Sheehan was to be released on her own recognizance, Schneider said.

It was misreported. Other media outlets are saying she was trying to display a banner. THAT is definitely illegal in the House chambers.

While I am not upset that Cindy got arrested, but for wearing a shirt? That is considered protesting? Seems kinda harsh. I really wish that she was arrested for something more substantive. As it stands, this will only give her more cannon fodder.Even some of the DUmmies have more sense than you.
If it gives her more "fodder" (no pun intended?) that will be helpful in the hoped for challenge to DiFi.
