All this for something that is simply used in the manufacture of an item, and is NOT IN THE ACTUAL ITEM.

Notice that this is not about Teflon itself, but a chemical that is involved in the manufacturing of Teflon. It's like implying that gold might be poisonous because a chemical used in gold ore extraction, for instance mercury, is poisonous.

I have heard that if you put a teflon pan on the stove and really overheat it, to the point that it is burning up, it will release enough toxic crap to kill birds you may have in your house. Any truth to this or is it an urban legend??

A chemical used in the manufacture of Teflon and other nonstick and stain-resistant products should be considered a "likely" carcinogen, according to an independent scientific review panel advising the Environmental Protection Agency.
Let me guess, the panel was composed of a greenpeace member, a ALF member and a ELF member.

There is nothing wrong with well seasoned cast iron pans. My mom had some that she called spiders. When she made fried eggs they were better cooked in those spiders than any restaurant or Teflon pan can produce today.
Also, Scotch Guard, a huge money maker, was pulled by 3M because of its suspected carcinogenic properties. If Teflon is carcinogenic then the producer had better follow 3M's lead and take it off the market.

I work in this industry. PFOA's are used in the manufacturing process, and there is almost none left over in the product seen by consummers. The main concern presently is that PFOA is a bioaccumulater. I.e. your body cannot get rid of it easily. To date most of the concern in industry is based on legal liabilities rather than medical or health liabilities to the consumer.
PFOA are a legitimate health concern of workers, but not for consumers. Also to make this even more complicated there are no good alternative product to replace PFOA's at this time. There are some, but without some breakthrough in the future many important elastomer products will vanish with a ban on C-8.
