If Senators' floor votes could be by proxy there probably would never be more than 4 Senators on the floor (and one presiding.) Two on each side; one to make motions for his side, the other to second them. Also, why would they need quorum calls?
True. Quorum calls are really just there to set off the bells in the office buildings and make the tourists think there is a fire drill.
