Abstention is the same as "no" on cloture, because they have a no-filibuster agreement.

Abstention (from voting) is a cop-out. It's in effect a vote to filibuster and violates the Gang of 14 agreement. A few more such abstentions where we thought we had votes FOR cloture and we don't have the 60 votes. It ain't over 'till it's over.
