Cbolt, a quick question re: Ensign missing the cloture vote because of the auto accident. I know that the Senators must be present on the floor to vote, but I seem to recall that last week when Bieden (I believe) had to go to the ME for the election monitoring that someone else said that they had their proxy vote. Are senators able to vote via proxy if the Chair allows it (for specific reasons?)

You can vote by proxy in committee (sometimes- it depends on the Committee rules and the type of vote) but I do not believe you can vote by proxy during an actual floor vote.
I could be wrong on this, however.

Biden's vote was not "in the Senate," but was in the Judiciary Committee.
I don't know of an exception for a Senate floor vote being cast "in person."
