Don't forget the armed guards in bullet-proof vehicles to patrol that fence and look for potential tunnels.
The Mexican military and the drug runners (probably both in the same club) are certainly armed, why shouldn't our people be armed?

Don't forget to electrify that fence. We don't want anyone cutting through the fence the first day it's installed. Plus, hell, it would scare off the illegals if one of them got turned into a crispy critter hanging off the fence.
