Compare this to Florida where NO ILLEGAL can get ANY services, other than through non-profits (largely run by the Catholic Church in many cases). It all depends on what state you live in.
Even if the Fed won't get off its a-s on the immigration issue, at least Calipornians could force their legislature to reform their welfare laws. Prop. 187 was a good start, but it was poorly written.
