What's next? Seizing the businesses that installed them?
I don't think so. Besides, I think their headline is misleading. The story says they'll impound the car, then issue a fine. Does impound mean hold it until you pay the fine, or take permanent possession of it?
In any case, I think banning installation is valid as a safety regulation. How can you possibly concentrate on driving safely if your brain (tiny and drug addled as it might be) is vibrating inside your head?
This thread reminds me of the Cheech and Chong movie where they have a Harley in the living room with the pipes out the window that they just sit there an rev loudly.
Confiscating car seems severe to me.
Confiscating the stereo less so.
Stereo probably cost more than the car in many cases.
The whole point of the big thumping sound system IS to attract attention. Positive or negative.
But its aggression ...no mistake about that.
An in your face kinda aggression.

Liberal city at work.
How anyone can justify this or think it is a good idea is beyond me.
I guess private property rights mean nothing to people --- even on here.
Disappointed.
Thank God!
When the stereo or rims are worth more than the blue book value of the car, I get concerned!
Amazing. Government confiscation of automobiles due to loud music. And the first few responses on the thread are not even up in arms about it. We really need to rethink where this country is going.
Additionally, Harley Davidson motorcycles are quite loud and wake me up often. These should be seized as well, without recompense. Agreed?

"City police would be able to seize cars blasting loud music"
Bring that law to my neighborhood...either that or invent a reverse sound wave phaser zapper that would detect the sound wavelength, follow it to source and somehow destroy the speakers...oh how I wish for that technology. So much fun to use it like a bug zapper.
I would gladly pay $200 for such a device.
Only a fool would advertise his stereo in my neighborhood. Never crank your tunes where you park your car at night...
My job used to take me all over South Central L.A., and you haven't lived until you're stuck at a RR crossing surrounded by boom boom stereo systems. It's not a racial thing, I just happened to work where most of the boomers were blacks, the white kids do it just as loud where I live.
I could not hear my own radio in the car when near one of the aforementioned odious sound systems, and that infringes on MY rights. I am therefore not too worried about theirs. It's been a ticketable offense for awhile, I think, but it persists.
Well, I think that's the whole point. But seriesly, while it's a good idea to make these noisemakers illegal, I think there's a big problem if police can just seize private property and not even bother with a trial anymore.
Give em an inch, and they will certainly take a thousand miles.
