The Democratic party is in disarray in N.O. because their voters aren't close by waiting to be bussed into the voting booth.
I've heard of a political pendulum that swings left to right- and I think this is a nudge along the downward cycle.

Democratic Party spokesman Andrew Koneschusky said... "I firmly don't believe (Republicans) have the better product. I think in recent years they've had better marketing..." Well, what exactly is the Dem 'product'? Is it just hating Bush really a lot? Or was there something more to it?
And what specifically does the word "refocus" mean in this context? Are they 'refocusing' their views, or...?

And there has been BILLIONS legislated to go there...

AND...they are darned lucky the stupid Mayor and Governor have been bailed out as much as they have...Bush has been nothing but needlessly respectful to them, and about them, IMHO.

It was the nasty Republicans who made Mary Landrieu, the LA cutie, say that she wanted to "punch the President." Bet that remark got her lots of earmarks in the FY06 budget.
It was the nasty Republicans who convinced the media that it was FEMA's fault that 100,000 poor black NOLA residents didn't evacuate.
Americans know that the Dems in LA were a bunch of whiners. So do the voters in LA. They will vote overwhelmingly Republican in the next general election.

The party hasn't done much fundraising since the hurricanes, and its fundraising base of New Orleans was devastated by the storms. I thought that New Orleans was mired in poverty

They are NOT coming back anytime soon and if they don't come back anytime soon they just won't come back.
A city that works needs five services: Police, Fire, Sanitation, Health, and Education.
I can not speak to the first four but the NOLA Public Education System is non existent.
The system layed off almost every single teacher.
Their school buildings have been destroyed along with over 200,000 homes. Even if FEMA COULD provide anywhere near the number of portable housing units it promised, where would they be set down? When a city is being demoed like this there is a need for land to put debris waiting to be catered away. Also in demoed areas there are NO services by definition. The people who were forced out are living better, in many cases than they were living before the storm. Who is coming back?
The rats can play games with local elections but by November there still won't be enough of a draw to get back the number of Democrat voters they will need to hold their seats. Trouble is on the horizon for the Louisiana evil donkey. Maybe, just maybe with no Black Democrats left in his district, Jefferson is gone as well.
