I had no idea. That's shocking, especially when we all know how libnut PA is. You'd think they'd be obsessed with licensing etc since they tend to be so damned pro-gun control.

You're thinking of Philadelphia and Pittsburgh areas. The rest of the state tends to be rural and pro-hunting, which tends toward anti-gun control.

Note that the Pennsylvania Constitution, Article 1, Section 21, reads (as it has since 1790):

The right of the citizens to bear arms in defense of themselves and the State shall not be questioned.     [boldface added]
Also, I beiieve that in 18 PA CONS. STAT. sec. 6120, the state legislature has preempted the field of firearm regulation. No county, municipality, or township may in any manner regulate the lawful ownership, possession or transportation of firearms, ammunition or ammunition components when carried or transported for purposes not prohibited by the laws of the Commonwealth.

But I am not a lawyer.
